R&D in Europe
The process of the calls for proposal:
Industrialists, Research Centres, Universities, etc. are invited to organise themselves into consortia to set up R&D projects. These proposals are evaluated by independant experts, coming from the Industry and/or university field of the call domain.
The calls for proposals are released within:

Framework Program is the main financial tool through which the European Union supports research and development activities covering almost all scientific disciplines.
Today is FP7 (2007-2013), organised in four programmes corresponding to four basic components of European research: capacity, cooperation, idea and people.

Eureka is an European initiave to ensure technological competitiveness and innovation.
It supports international cooperation in R&D projects of products or markets development.
A specific research frame dedicated to the Innovation SMEs has been set up:
Eurostars (two calls each year).

Clean Sky is a Join Technology Initiative (long term Public-Private partnership) to develop technologies for improving the impact of the air transport on the environment.
Clean Sky calls are looking for additional technical expertise integrated in more large projects. Several calls are published each year.
